- After the end of the Cold War, with the emergence of the New War has changed the situation for humanitarian assistance. The increase of targeting civilians and humanitarian agencies and security concerns called for military involvement in humanitarian assistance. However, there have been debates whether the military could support humanitarian assistance or affect the negative impact on since military has own principles, operations, and purposes as well as humanitarian agencies have. This dissertation examines, therefore, whether the military can support humanitarian assistance through the case study of South Sudan. South Sudan was chosen because the country is a profound example to gain insight how the military carries out its humanitarian operation in the Protection of Civilians (POC) sites where the military and humanitarian agencies work together. The analyses focus on the impact of military involvement in humanitarian assistance in the light of the creation of security and the impacts on effective humanitarian assistance. This dissertation finds challenges that both military and humanitarians face when they coordinate for humanitarian assistance.
